Altimate™ (formerly called FFMS)

Altimate™ remains the most flexible suite of financial management applications available to government agencies today. Whether deployed as a core financial system, or as individual modules to supplement other applications, it meets many diverse business needs. This highly regarded COTS package is one of but a few certified as having met the rigorous standards and testing process for federal government core financial management systems administered by the Financial Systems Integration Office (FSIO), formerly known as JFMIP.

Altimate™ (formerly called FFMS) Modules

The Altimate™ Suite of Financial Management Applications includes robust modules concentrating on critical supplementary financial functionality and processes. This suite of COTS products optimizes the integration among the applications, ensuring more efficient and accurate financial systems. The supplementary modules include:

General Ledger Management module enables users to maintain general accounting information and generate reports and financial statements in conformance with generally accepted accounting pronouncements and other government regulations (i.e., CFO Reports, FACTS I and II, and the SF-224.) General Ledger Management provides users with the tools to produce timely program manager and project management reports, accurate internal and external financial reports, and seamless multi-fiscal year reporting. It delivers a comprehensive structure for capturing and processing financial data from the fully integrated Altimate™ modules as well as external feeder systems. Most importantly, General Ledger Management streamlines financial management with on-line query of general ledger transactions and balances, automation for period-end closings, recurring entries, entry reversals and on-line access to source data through full integration with other Altimate™ modules.

Payments Management optimizes the workflow for managing the entire disbursement cycle from the commitment of liability through to payment. Payments Management automates the capture of the information and authorization related to the procurement, the receipt and acceptance of products/services and finally the disbursement of funds. The on-line, real time functionality ensures payments are properly authorized and are made timely and in accordance with the Prompt Pay requirements of the Treasury Department. Payments Management incorporates sub-modules that address travel expense reporting and inventory controls requirements.

Receipts Management facilitates the efficient management of customer billing, cash receipts processing, and ensures compliance with the Debt Collection Improvement Act of 1996. Additionally, it is fully integrated with the General Ledger so that Receipts Management transactions automatically update the general ledger with proper accounts receivable, cash receipts, and related revenue amounts. The Receipts Management establishes receivables for services performed by the agency, the delivery of goods sold or interest earned and performs the required financial, cost accounting and regulatory reporting for revenues and the related balances.

Cost Management automates the tracking of direct and indirect costs (both labor and expenses) against budgeted amounts and allows users to perform step down allocations by priority using specific allocation pools to allocate cost (labor, expenses, hours, etc.) across accounts. This module provides activity based costing and cost allocations in accordance with the Government Performance Results Act. By enabling allocations on the basis of non-monetary units as well as dollars, the agency's ability to execute on its budget and performance integration goals is substantially enhanced.

Funds Management provides control over funds available for incurring obligations by a government agency per OMB Circular A-34. Funds Management optimizes the user's ability to record, control, and monitors all activities related to establishing funding authority and budgetary resources. Once these amounts are established, the system provides on-line, real-time funds availability by checking against the budgetary resources when processing commitments, obligations, and expenditures. The product enables the user to create process, review and approve budget execution, commitment, obligation and expenditure documents, all within the specific requirements and regulations of the federal government.
